Protecting our Trees – Bylaw No. 2435

Support for Environmental Protection Bylaw Revisions and the Tree Protection Bylaw

June 24, 2025 update: This Bylaw was adopted by council.

Whistler’s trees have long lacked formal protection—even those essential to wildlife, biodiversity, and climate resilience. The Tree Protection Bylaw (2435) aims to change that.

Why this bylaw matters

This bylaw is a critical step in preserving:

  • Habitat for critical wildlife 
  • Climate resilience by capturing carbon and slowing flood risk
  • The character and beauty of Whistler’s natural environment

It builds on the RMOW’s Priority Habitat Framework and Big Moves Strategy – Goal 3: Ecosystem Resilience, making it a win for both climate and community.

What’s happened so far

  • Historically, Whistler’s trees have lacked formal protection — even those critical to climate resilience and wildlife.
  • On June 10, RMOW Council held the first three readings of Tree Protection Bylaw 2435 and the updated Environmental Protection Bylaw
  • Thanks to incredible community support — including dozens of letters from residents like you — the bylaws passed those first three readings
  • Final adoption was successful on June 24, 2025
  • RMOW launched feedback survey Dec, 2025

What’s included in the bylaw

  • A Tree Cutting Permit is required if any of the conditions below apply:
    • To cut a Significant Tree, which includes the following:
      • Trees protected by a covenant on your property title
      • Trees located within 20m of the Hwy 99 right-of-way
      • Large trees >60cm Diameter at Breast Height (DBH)
      • Old trees >250 years
      • Wildlife habitat trees 
    • The tree is in a riparian area (within 30m of a stream, lake or wetland); and/or
    • If the tree cutting will bring the subject property below the calculated Tree Density Minimum
  • The Tree Protection Bylaw also includes requirements for Replacement Trees and requirements to protect retained Significant Trees during construction/development
